PATRICK BURKE
Non-Executive Chairman

  • Mr Burke has significant corporate governance expertise, ASX listed leadership experience and a strong track record in the resources sector.

  • He is a qualified lawyer, with over 20 years legal and corporate advisory experience. Mr Burke’s legal expertise is in corporate, commercial and securities law. His corporate advisory experience includes identification of acquisition targets, deal structuring and financing, and project development. He has held Board roles across numerous ASX companies, as well as AIM and NASDAQ-listed companies; including Meteoric Resources, Vulcan Energy Resources and Province Resources.

  • In his role as Executive Chairman of Meteoric Resources NL, he oversaw the transformative acquisition and advancement of the Caldeira ionic clay REE project in Brazil, one of the World’s largest high grade ionic clay rare earth deposits. Mr Burke was actively involved in all aspects of the project’s initial progression including negotiations with government agencies, local partners and funders.

KERRIE MATTHEWS
CEO & Managing Director

  • Ms. Matthews is a highly accomplished executive leader with over two decades of experience delivering nationally significant and capital-intensive projects in the resources and infrastructure sectors.

  • Her career highlights include senior leadership roles in the execution of BHP’s US$3.8 billion South Flank Project and Iluka’s A$1.8 billion Eneabba Rare Earths Refinery, the latter being Australia’s first fully integrated rare earths refinery and a cornerstone of the nation’s critical minerals strategy.

  • Ms. Matthews brings deep expertise in complex major project delivery, engineering study program execution, governance, stakeholder alignment, cost optimisation, and regulatory engagement. She has a proven track record of aligning large scale projects with both commercial and government priorities. While recognised for her leadership on billion-dollar projects, Ms. Matthews strength lies equally in mobilising teams and cutting through complexity to deliver fast-tracked outcomes. For Locksley, this capability ensures that DAM is advanced efficiently while building the framework for U.S. downstream processing an area where there are currently no large-scale commercial solutions in operation.

DANNY GEORGE
Chief Operating Officer

  • Mr George is a seasoned senior executive with extensive global experience in feasibility studies and the execution of EPCM and EPC contracts across the mining and energy sectors. He has successfully delivered major projects with WSP, Fortescue, Mineral Resources, Thyssenkrupp and Ausenco, working with leading companies such as Vale, BHP and Hancock Prospecting. His track record includes copper and lithium concentrators, iron ore and coal export facilities, as well as emerging technology projects in hydrogen and green iron.

  • Danny’s technical breadth and expertise in rapid project delivery, capital efficiency and large-scale project execution will provide Locksley with the operational discipline and agility required to advance the DAM Project into production at speed. His proven leadership in delivering high-value projects across multiple geographies equips the Company with the capability to manage both upstream ore development and downstream plant construction within an accelerated timeframe.

IAN STOCKTON
Non Executive Technical Director

  • Mr Stockton is a highly credentialed geologist and mining executive with over 35 years of experience in resource development, operations, and technical advisory roles across global markets. He has held senior technical and leadership roles with major industry groups, providing crucial strategic advice to explorers and producers in both the base and critical mineral sectors.

  • Mr Stockton’s technical expertise is deeply integrated into the full project life cycle. He possesses strength in mine development, resource optimisation, and technical regulatory compliance, having successfully managed multi-disciplinary technical teams and overseen major study programs, including several projects that have successfully transitioned from concept to full production. His practical grounding in geological assessment will be immediately deployed to de-risk and advance Locksley’s assets.

  • Crucially, Mr Stockton brings direct and invaluable experience with antimony resources, the core focus of Locksley’s U.S. strategy. His background includes involvement in the exploration and development of the significant Costerfield gold-antimony deposit in Victoria, Australia, where he helped bring the Brunswick open pit deposit into production in the late 1990s. Furthermore, he has maintained exposure to major global antimony projects through reviews and confidential due diligence on key Australian antimony assets. This specialised knowledge is directly applicable to advancing our high-grade Desert Antimony Mine (DAM).

  • At Locksley, Mr Stockton will direct the Company’s technical execution and resource expansion strategy, supporting the advancement of the Desert Antimony Mine (DAM) in California and the broader U.S. mine-to-market critical minerals program. His appointment adds significant technical depth to the Board just as Locksley transitions from exploration to the complex phase of development, integrating upstream mining with downstream processing and advanced-materials innovation

  • Mr Stockton holds a Bachelor of Science (Geology) from the University of Canberra and is a Fellow of the AIG (FAIG), as well as Registered Professional Geologist (RPGEO) as well as a Member of the Australasian Institute of Mining and Metallurgy (AusIMM)
